Prof. Dr. Arnold Koller studied economics at the University of St. Gallen and law at the University of Fribourg. In 1960 he became an attorney in Appenzell, Switzerland, and in 1966 he was awarded the title Dr. iur. In 1971/72 he enriched his education with studies at the University of California, Berkeley. Arnold Koller was elected to the Federal Council of Switzerland on December 10, 1986. He handed over office on April 30, 1999. During his time in office he was the Head of the Federal Department of Defence and the Federal Department of Justice and Police. Mr. Koller was President of the Swiss Confederation in 1990 and 1997 and Vice-President in 1989 and 1996.
